you cant do anything to make her feel that way, if its meant to be, she will come to that conclusion on her own. And dont keep expressing your love for her either, she might feel uncomfortable, you told her already how you feel, now just sit back and relax and let her come to you

"I have expressed my love to her but she has never replied or tried chuckning it aside as a joke"... It seems to me like you have a problem here, but it just might be in your advantage. If she wasn't interested, she would have told you so, trust me on this one, I'm a girl. So what I think is that she's afraid of a relationship. Maybe she was hurt in the past or she is just scared for no specific reason. What you should do, in this case, is take it veeeery slow. A woman wants romance, tenderness, attention and, most of all, to be listened. Give her all that at a slow pace and I think she will eventually give in. Write back if anything changes and good luck!

Shes either scared of her feelings, she doesn't know her feelings for you, or her feelings are of friends only. She may not be ready to be serious.
Show her your serious by proposing to her and giving her a ring.

Maybe take her aside and ask her out for coffee and take things slow. Be her friend first and take it from there.
