Thats a good question...Lets assume that you have a filipina lady friend and you want to bring her to the US.
If it for holidays, the requiered requisites to obtain a turist visa will not allow nearly 3/4 of filipinos nationals to do so.
If you want to marry the lady..and i am just making assumptions since you didnt specify, the quickest its to bring your girlfriend as a fiancee visa holder, that will take less than 6 months to process...if you think you can't wait and you come to the Philippines and marry the lady and then want to take your new bride to the US, well, surprise... surprise.. That will take more than ONE year of processing.
maybe you should even consider come and live in here....

Even married, you may have a long wait before bringing someone from the Philippines.
Get a really good immigration lawyer...it's worth the money......

one is by marriage, student visa or work visa or put them in a suitcase as baggage please be more specific and you might get concrete answers
