Well, the word bra actually comes from brassiere which was a single garment. Panties comes from underpants or under-drawers which used to be crotchless and in essentially two legs attached by the waist. That is why bra seems to be singular and panties plural...I do love period undergarments. (I do Civil War re-inacting...corsets are our friends.....)

In high school, I dated a gal who had a third breast, right smack-dab in the middle if her back. It looked pretty odd... but she sure was fun to slow-dance with.
Also, there was an old lady who lived down the street. She had eight toy poodles, which she called her 'panties', because that's what they did (pant), mostly. Well, she died at home, and nobody missed her for about 2 weeks. The poor poodles, having nobody to feed them, did as nature dictated, and dined on her carcas.
This is the only instance I am aware of in which a woman was eaten by her panties.

A bra is one garment and is singular. A panty is one garment and is singlular. people just use it incorrectly. A better question is why is it a "pair" of pants when there is only one of them?
