i need 2 design a step stool in which the step is folded or slides under the stool.

Absolutely! I work in a nursing home, and our shower chair is made entirely from PVC except for the seat (toilet seat) and the back (mesh). Just make it strong enough. Ideas for the step: either have it hinged with a nylon rope so it can flip down or back or another option would be to have it attached to the horizontal cross bars on the side so it can slide back and forth.

Absolutely! I saw a chair/stool made out of PVC while I was in Florida. the seat and back were made of canvas - ever seen one of those director chairs - kinda like that. just get out a pencil and paper and using straight lines you can figure it out - better yet, go to the hardware store w/ your pencil and paper and check out the PVC connectors.

I made a PVC marshmallow gun, and tried to make a teepee, but lacked the correct connectors - you can go mad making PVC items - there must be a book or a web site devoted to this type of design.

sure, as long as u have perpendicular braces (the foot rests between each leg).

pvc is flexible, so make sure your angle connector is a straight 90.
