What's wrong with getting limewire? Or uTorrent? Or BitComet? Or any other program that might, just might, be able to find you Photoshop for free?

I'm sure I've seen a trial version available somewhere. Check the official Adobe website. Some older versions of Photoshop may be completely free by now. And you really do want Photoshop because it's the best around.

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.

GIMP is pretty good. Also look at Picasa by Google for a free alternative.

If you have a .NET framework, then try Paint.NET http://www.getpaint.net/

Else I would recommend GIMP
