I have an old laltitude lm laptop with windows 2000. I cant get it to boot from the cd and there are not options in the bios to format the harddrive what should I do? I would to install windows 98 se.

it has 2 options for booting in bios hard-disk only and diskette first. diskette first is selected but there is no option or any thing to boot from and the disk is bootable.....

You do not need to format the HD in the bios. You have only to change the boot sequence, so that the laptop looks in the cd first for a boot disk. There is no way you can do an installation if you can not boot from your cd.

Upon startup, it'll say what key to hit for setup options. Hit the key and change the boot sequence from HDD to CDR, you should then be able to boot from the CDR containing the OS software. I do not suggest you install 98 se.
