Very plainly, list out the differences that you see between being sweet and being romantic. Use examples of what being sweet would be and what being romantic would be so he can understand the difference. Just say this is what you would like to see more of in your relationship, rather than say he has been making mistakes or not meeting your needs.
Do not use examples of where he was sweet and where he was or has not been romantic, unless he can take constructive criticism. Otherwise he could be hurt or offended and think you don't like how he has been treating you.

Just talk to him. Open communication is important for any relationship. If he needs an example tell him when he buys you flowers he is being sweet but when he lights candles and sets the mood for dinner or making love then he is being romantic. Romance is a deeper.
