There is one in College Park, which is very near D.C., im not sure if its within 10 miles

It's named Cherry Hill Park, here's the website. It's 1 bus ride from College Park Metro Station and from there you could take the metro to Smithsonian.

Quote taken from the site:

"As the closest RV park to Washington, D.C., Cherry Hill Park is the perfect place to stay while exploring our nation’s capital."

probably not within 10 miles, but check www.woodalls.com for the closest recommendations.
Northern VA and parts of MD are nice.
