There are a few reasons for limiting the level 1 users. One reason is that some people don't quite understand what this is all about when they are new. They don't read the community guidelines when they start, and they post up a lot of innappropriate stuff. Hopefully they are getting the hang of it by the time they get to level 2, and if they continue and get to level 3 they will know more about what kind of Questions are appropriate for here, and what kinds of answers are appropriate and make 'Best Answers'. Then they are allowed many more Q's. :)
The other reason is that some people cheat, and try to use multiple accounts to give themselves the Best Answer award. The theory is that these other accounts must be all level 1's,, tho I disagree,, and they think that by limiting the level 1's that somehow this cuts down on the number of multiple accounts that cheaters will have. I disagree, cuz I think if a person will create extra accounts they will just spam our site with a bunch of accounts and the main account will still get collusional points, and a lot of the extras are beyond level 1 and not detected. But that is the given reasn.
So, if you are seriously interested in good participation on YAnswers, then just continue learning what kinds of Questions are appropriate, read the community guidelines, and practice giving good quality answers,, and you will progress.

A lot of people want to post sludge: hate, stupid stuff, chat, etc. If the gunk overwhelms the real stuff, then people who want to use the system appropriately will go away.
So, when you first start using it, you can't do as much stuff. That way a few new people don't ruin it.
Over time, if you don't abuse the system and get blocked, you get more points and, as so many others have pointed out, more answers and questions per day, until you get to the Unlimited levels.
Although there's still too much sludge on here, on the whole, it's a fair and reasonable way to keep the system going.
You can gain a few more points per day by voting on unresolved questions -- you can't answer, but if you vote for an answer, you get a point.
Also, if you give good answers to questions that don't have many answers, you might get some Best Answers. At 10 points each, they add up quickly.
So, do your best, don't do things that will get you docked, and be patient, and you'll be able to do as much as your little hear desires.
(I found it frustrating at first, too, BTW.)

When you get to Level 5 you can answer as many questions as you want because it is unlimited then. Just keep working on getting to higher levels, the higher your level the more questions you will be able to answer.

As one goes up in Levels they can answer MORE!
Level 6 is UNLIMITED am at Level 7 within the hour!

I have that feeling when i was in level 1..i will be answering questions and...what...my limit was done......but yes...just keep going and get to the level where u have unlimited questions to answer.

When you get to Level 7, you can answer all you want to. Then your tired of answering them.
It all works out in the end.
