Carefully.
It depends on who manufactured the bomb and if it has been altered. US and most European bombs are armed with a complicated process so it probably would be inert if found. Soviet style bombs are simularly difficult to arm. Both cannot be activated even if armed without a number of processes.
So, if it is a "home made" bomb then it could be armed any which way.

Wait until the clock reaches one second then cut the wire you weren't hovering over.

Alternatively create a super duper program on your woefully inadequate laptop which will calculate the code for disarming it (again the program should only do this when there is only one second left on the timer, disarming a nuclear bomb when there is more than one second left on the timer is a surefire sign that something else will go wrong).

An atomic bomb has the plutonium in a sphere and surrounded by convensional explosives like dynamite. Remove the dynamite. The nuclear weapon works by having the explosives condense the plutonium in the explosion equally (the reason for the sphere) which causes the plutonium to become unstable and explode.
