on a busy stop light can I make atleast make $25,000.00 or more
just doing it, If I donnot do crack, drink beer and smoke and just save all my money in a safe somewhere

You know, i've though of that before. I mean think about it, at least 150 car pass that intersection per hour, and lets say 50 cars give you $1, you're making $50 per hour! and lets say you stand there 4 hours a day, you're making $200 per day! And you stand there 5 days a week, you're making $1000 per week. In order for you to make $25,000 you need to stand there 25 weeks. That's 6 and a half months. And you know the best part? Its tax free! Sounds sweet, huh?
But lets be realistic, if all that were true, then what are most of us still doing working for real?

Not everyone is going to give you money though.... thats where the problem comes in... out of all the cars... only about 10 an hour might actually give you money.

Sure. It depends on the street and the city, but I don't see why not. The trick is getting people to give you the money, of course.
