Forget the cut.
Go to your doctor and ask him/her to use liquid nitrogen and freeze the darn thing off.
That will take care of the hair, the wart and any further questions of this nature.

It might be a good idea to use hairstyles software to find a style that looks good with the total of your facial features, including the double chin.
