Use a paper plate and poke a hole through the middle and then cut a slit to the hole. This way you can slide the ribbons down to the hole without having to push the ribbons through. Make sure that the ribbons you took off the packages have tails to create a handle. For those people that use the stick on ribbons, have a tape dispenser on hand to tape those bows to the plate. Staplers may not go all the way through the plate and might knick and scratch your hand while holding the "bow"quet.

I would staple the bows to a paper plate (or 3) and have some ribbons slip through a slit in the center of the plate.

First, get a paper plate. Then, poke a large hole through the middle. Take the ribbons and long bows and have them sticking out of that hole. Then take the traditional bows and stick them on somewhere.
