You 'tune' a fuzzy system by adjusting the coefficients in the fuzzy inclusion rules. There are no hard and fast rules such as there are for tuning a 'normal' dynamic system by looking at the LaPlace transform and 'tweaking' the system constants to iron out the effects of poles in the transfer function.
