It depends on how the jurisdictions are arranged in your state or locale. The District Attorney for the County in which you live is the first possibility. However that may not be wise depending on the relationship between the local police and the DA. You can always report corruption to the FBI. You need to have clear details on what you believe to be corruption. Sometimes a lack of information causes either the DA or FBI to take a complaint less than serious.

You seem to think this is a problem. Show me a mayor and police chief who aren't corrupt. They dont get their positions because theyre decent upright citizens, they get them because theyre scheming power hungry megalomaniacs who will do ANYTHING to get to the top. Being corrupt is an essential job requirement for these people.

The county sherriff is the highest law enforcement authority in a county. He would be the person to go to first. If that is a concern, then the state patrol is next.
