If you ignore your dog when you first come home for a couple minutes, this gives her time to calm down. You are then rewarding a calm, relaxed dog rather than inadvertently reinforcing the submissive behavior. Then you can ask her to lie down or do something else before she has a chance to pee.

Ugh, my dog used to do that too. Try approching her slowly and quietly and if she still continues to do it, give her a slap and tell her no. It took a long time for mine to stop and she peed on quite a few little kids at the park in the process!

This does happen with puppies, not adult dogs. It takes time for a puppy to get complete control of his bladder.
Ignore him when he is excitied, but do lead him outside so that he can relieve himself. Then you can pet and love him.

You can't stop this behaviour. You may ask your Vet to check her for a bladder infection though.
