my wife is a hairdresser and this is what she says..
" wow that is alot of processing to do in a short time, but don't fret it can be done as long as your hair is in good condition, have your stylist analyse your hair prior to any chemical processes to make sure it won't break. You can do a strand test at home to get an idea. Take a piece of your hair and stretch it with a little bit of pull. If you feel some bouncy resistance... you should be good to go, if it snaps right away do some deep conditioning treatments. Colouring it should be still okay but don't tempt fate with a perm and the highlights till it's in better condition. If your hair is healthy then .....
The perm comes first and I'll tell you why, perming can alter your haircolour. You don't want to spend a bunch of money on colouring and highlights to have it all altered, and another reason is highlighting your hair weakens your hair. If you perm it after you highlight it, you could get some serious breakage.. so perm it first. Get the perm done today. You want the perm to have a couple of days to set before washing it ,regardless of colouring it or not.
When you go to get it coloured ask them to use a Demi -colour ( Wella offers this line, so ask your salon if they use Wella colours and if they carry the demi-colour line) A demi-colour is stronger then a semi -colour and has lots of conditioning agents, and generally lasts just about as long as a permanent colour. There are lots of colours to choose from too! If you have grey hair, then have your stylist use permnent colouring on the roots (that matches the demi line), and then use the demi on mid shaft to the ends. Your hair will feel good and look great. Not to mention the demi colour will even out your porosity before you get your highlights done.
Then highlight after your colouring ( in the same day). You are going to have a couple of long days in the salon, but your hair will look wonderful when it's all said and done. Get yourself a good light leave-in conditioner for afterwards too.. I recommend "Integrity" by Joico. Good Luck!"

Perm first---otherwise the color could be affected by the perm....then color and highlight. Then, heavy duty conditioning...it'll need it.
