That's the effect of using a wide-angle lens for close portraits. His whole face, not just his forehead, is stretched out. In a face, the eyes naturally fall at the halfway mark from top to bottom, as his do. His jaw also appears to be long too, you notice. I say it's not altered, but that's not exactly what he looks like either.
