If you are using the free Yahoo Account, you can't. Only premium account allows you to do it. You need to sign up for another account like Gmail, which has pop3 access, which allows you to syncronize it with outlook
To find out how to fix it once you have a gmail account, http://mail.google.com/support/bin/answer.py?answer=13295.
If for some reason you want to keep your current free yahoo account, you can always auto forward all emails from yahoo to this gmail account and download from there.

Check Yahoo! Mail Help
If you want to set up Outlook Express to receive/send mail via Yahoo! mail you have two choices:
1) forget it, Outlook Express doesn't work with Y! mail
2) upgrade to Yahoo! Mail Plus which works with Outlook Express.

If you pay for the premium Yahoo Email then you will have POP access which you can use with outlook. Try Gmail. The POP access is free.

You have to download a program to do it. Its called Ypops. Make sure you are using the old version of email if using the beta switch back. The setup instructions are on the website.
