I love those combination locks. first you rotate passed the number 21 three times in a clockwise direction. you pass the number 43 two times count clockwise, and go directly to 7.

Turn the dial clockwise and go past 0 twice.
Then clockwise to the 21,
Then counterclockwise to 43,
Then clockwise to 7,
and pull down to open.

generally turn the dial to the right passing 21 at least twice and stop on 21 at the arrow.
then turn dial left to stop on 43.
then turn dial right to stop on 7 and open.

if this doesnt work try starting in the opposite direction reversing left and right instruction.

if that doesn't work a sledge hammer will usually get it off

depends on the kind of lock. You may have to turn it several times in each direction to get it to work, eg: 21R three times, 43L 2 times and 7R once, etc. All locks are designed differently.
