Is there a well defined area of redness? Could you draw a line around the boundary of this redness? There are some pretty dangerous skin infections that can cause this... If you have a definite red boundary, get a pen and draw a line around it. Repeat this procedure... If the redness passes the pen mark, see a doctor. You'll need antibiotics...
But itching and burning at night after removing your socks sounds like Athletes foot or eczema. Try alternating applications of anti fungal creme and cortisone creme. If you had a bacterial skin infection, your feet would be burning all the time.

It sounds like athletes foot. You can get treatment for it at any drugstore. Soaking your feet in warm soapy water at night before bed helps too.

Soak your feet in Epsom salt at least half a hour at night. Start with water as warm as you can stand it.

Are you a diabetic? Sounds like it could be peripheral neuropathy. Though other things can cause it, diabetes is the number one cause. There are treatment options out there.
