Think about the situation. If you're friends you may want to think about hurting that. If she doesn't know you from Adam just keep your cool and approach her. What's the worst that can happen, she says no?(unless she has a boyfriend, then you might want to leave her alone). If you are friends though, just try to catch signals.
When you hang out, how does she act?
Most girls are waiting for a guy to make the first move, if she likes you and you take your time she can start to think that you're not interested and just move on. Just remember: if she says no, play it cool, it can always turn into something later. I never let no get to me too bad because I know I'm not the elephant man so it's usually on of two things: She's just not interested or she's in a bad place right now. If she sees you play it cool then she'll know that you're mature enough to be a potentially good guy.

In case you have fallen in love with her just because of her beautiful appearances, you need to be cautioned. Sorry to say so, glitters may fade soon on the reality of life, even the same beauty may become burden. Seek for compatibility, even with her, and give some time to your feelings to stabilise and get tested over time; see her response to / for you and then only make any serious move.
