no they are not one of the queens birds but are protected - this quote comes from the RSBP site states: (re seagulls)
Stay within the law
Remember all wild birds are protected by law. It is illegal to intentionally injure or kill any gull, or destroy their nests, apart from in exceptional circumstances by authorised people under the strict terms of a government licence.

There is no such bird as a "Sea Gull". That is a collective term for a lot of species, many of which inhabit inland habitats as well as coastal ones.
All birds have some protection in the UK. Though a few are counted as pest species or game.

One of the vilest things I've heard of, are Black-Headed Gull eggs being sold in posh restaurants in London. If only the dinner guests could see the gulls hopping around the local rubbish tip.
