Not enough information to answer the question. Smells like what? Liquor? Sugar? Big Red gum? A putrid smell?
Since you don't indicate what, maybe his oral hygiene is not as good as it should be.

Don't forget the possiblity of new onset diabetes mellitus, or sugar diabetes (if he is young, most likely Type I). It imparts a sweet, fruity, ketone smell to the breath. Untrained observers sometimes mistake it for an alcohol smell. If he has attendant symptoms like increased thirst and urination, you should get him to his doctor ASAP!
If it smells like a sewer, it could be from sinus infection, with the drainage constantly present in the back of his throat.
And the above listed answers about dental hygiene are also possiblities.
You are an intelligent and astute parent, to be so observant of all aspects of your child. Bad odors from young children are always something to be followed up on.

Maybe he has cavities or other problems in the mouth. He should wash his teeth thoroughly at least in the morning and in the evening, also the surface of the tongue and use mouthwash.
A visit to the dentist will be great, even if only for a check up.

it's a school break principle.
you have these breaks and then kids think these breaks apply to chores and their daily acvities.
since it was a school break, your son thought he would be having a break with toothbrushing as well.
