These naked men are renouncients, they have renounced all worldly possessions, including clothing, to become fully devoted to Lord Siva, they are strict vegetarians and are known as "The Nagi Baba's", they traditionally bath in the Ganges first at every Khumba Mela, which is attended by millions of people on a single day.
A ritual bath at a predetermined time and place is the major event of this festival. Other activities include religious discussions, devotional singing, mass feeding of holy men/women and the poor, and religious assemblies where doctrines are debated and standardised.
Kumbha Mela (especially the Maha Kumbha Mela) is the most sacred of all the Hindu pilgrimages. Thousands of holy men/women (monks, saints, sadhus) grace the occasion by their presence. The auspiciousness of Kumbha Mela is in part attributed to the gathering of thousands of holy men/women at one place on earth

You asked a very good question. I had been to the Kumbh Mela many times. The Kumbh Mela is held at the bank of Sangam, meeting point of three rivers Ganga, Yamuna and Saraswati (at present Saraswati vanished) after 12 years. We can find in History that it is being held for the last thousands years. The place is religious one. India is very developed and cultural country. So many people, so many culture and religions but India is one in all respect. I am pleased to note your concern. A few saints (religious persons) live life without clothes and they worship the God. You have probably seen them. Come to India and see how life is nice here. You are Brazillian. I have seen Brazil in a video song. Yours is also a beautiful country.
