Alcohol and Daemon Tools are some software packages that allow users read bin files, but you have to pay for the licence.

Microsoft has a free, 60kb program that does the same thingbut it is not supported... and it's not as friendly as the software listed above; however, it works and it's free.

and Then you can Open the Cd rom and copay what you want

You don't need to install anything. A bin file has to be recorded on to a cd rom as a data file. Then run the cd on your pc. bin files are usually programs. You can use Nero for this.

.bin is a binary file, usually some kind of scripted self-extracting program (on Linux anyway). Double click on it and see what happens. If it's a Linux file it won't run on Windows. What is it and where did you get it from?

You can open it with a virtual drive like Daemon Tools or Alcohol 120%. You can also burn it straight to a disc with burning programs like Nero.
