I have a friend that likes a professor at her college (well at least she thinks he is on). She does not know what do to? Should she give him a hint, she likes him or leave it to him if he is interested?

Professors can get fired for having relationships with students. It relates to conflicts of interest and it doesn't matter if she is in his class or not. If she likes him the best thing she can do is stay away from him.

This from a college professor.

Most schools have some sort of clauses that prohibit or recommend that professors don't date their students. All her grades could be revised if they start dating because of the appearance of impropriety. Leave him alone.
