Yes you can. Although if you want a bootable floppy (for rescue etc.) you need to do 'sys a:' (without the quotes) at the command prompt (I think, it's a long time since I've used Windows). Any more DOS programs you need you can just copy to the disk.

copy c:\ d:\ /s
Make sure IO.sys, msdos.sys, command.com are on the floppy/flash otherwise it wont boot. But, if you can find a copy of Dos, 6.22, it wil take 3 floppys. should give you installation instrcutions with it how to put on a flopppy.

bong, if you google the "DOS" you will find places you can get the full version of DOS 7.0, it's the best out there, or I have The Complete Set of DOS Disks, Brand New, Interested????
