The cat matches the description I got pretty accuretly (I think, for it being pitch-black), and is defenetly someone's housecat. I locked up our cats (they were outside) and set out some food.
I have pet the cat, so I washed my hands quite throughly with soap. If this is my neighbor's cat (I'll find out in the morning), how are some legal & tempting ways I can keep it here?
He or she - tottaly forget rest of info - is currenlty outside. She's been missing nearly two weeks.

Do you have a pet carrier? If so, put it in a pet carrier until you can get a hold of the neighbors. Or a garage....a room in your house (away from your cats)....basically, you just need a way to lock it up until you can know if it's their cat. And no, that's not illegal. You're trying to do the right thing here. Good for you.

If you have or can borrow a camera or even better, a video camera, document the dogs being off a leash & otherwise running wild. Buy law, dogs must be on a leash or otherwise teethered. Then sue the dog owners in small claims court. With the video evidence it's an easy win. Also, give the video evidence to police & file a complaint. Some neighbors just dont act responsibility & you have to get tough. Whether your missing cat involves the neighbors dog is a ??? Maybe yes, maybe no. Lots of dogs & wild animals including wild cats around which might attack a cat. Don't just assume it had to be the neighbors dog.

I am guessing You would like to keep the Cat because You do not feel that Your Neighbor is taking proper care of it. The problem that I have found is that different People have different ideas of proper care. Your best bet is to return the Cat, if it is Your Neighbor's, and just help keep an eye out to make sure it is being taken care of, if it isn't, IE., no food, water, or shelter, then You can just talk to Them face to face, and tell Them that You would like to take the Animal if They agree, if They do not, then You can call Animal Control and have Them look over the situation, and tell Them that You are interested in owning the Cat, if Animal Control agrees the Animal is being neglected. If it isn't Your Neighbor's You need to put up flyer's. Sometimes People just move and leave Their Animals, and sometimes They take Them with Them, and the Animal gets out and finds it's way back to the Home They have always known.

If you can find a kennel, maybe you can get the cat into a kennel and take the kennel somewhere protected for the night. Not the best-case scenario, but I suppose it is better than just contacting the neighbors tomorrow to say, "I think I saw your cat last night, but I have no clue where it is now."
But even if you can't find the cat tomorrow, I think you should let the neighbors know. I know if it was my cat, it would be heartening to know that it was still alive and nearby, and it might help them with their search.

Is there anyone at the neighbor's home you can call now? If I was the neighbor I would want to be called tonight. If not can you lure the cat into some safe place--a garage, a laundry room til morning?
Do u mean "keep it here" until you check to see if it belongs to neighbor?

Why do yu want to keep someone else's cat. Obviously they want it back or they wouldn't be putting out descriptions of it. Ask you neighbor to come look at it to see if it is theirs. Be a good neighbor.

I would give the cat back, they obviously care for it if they were looking for it. I found a womans little beagle once and when she came to pick him up she handed me 50 dollars for returning him. But reward or not, its not your cat and it wasnt a stray it belonged to someone, I would return it.

Well if it's not your cat then you surely can't keep it. Especially if you "know" whose cat it is. And it's also kind of mean (and rude) if you keep it. I think law enforcement refers to it as "stealing."
