The government of Saddam Hussein collapsed in April 2003.
The terrorists came in June 2003.
They came from Saudi Arabia, Jordan, Egypt mostly.
Came from other Arabian countries as well.
And some even came from countries like France and England!! (USA keeps records of terrorists caught and kept in various Iraqi jails).
Zarqawi was a Jordanian.

Do you mean the Sunni insurgents? Or possibly the Shiite death-squads? Or are you referring to the foreign fighters who slipped across the border from Syria?
When talking about Iraq, you need to be a little more specific.....
