No distinction. Any payment or gift given to any person in a position of power in return for a service or favor given shall always be considered as a bribe. The person giving the bribe is abetting corruption and the person receiving it is culpable of corrupt practices.

A bribe: money or any other valuable consideration given with the intention of achieving a specific outcome.

Facilitating Payment means that you already have a negotiated contract.

A gift is something with no intention of influencing the outcome of events.

Poo-poo, ca ca, doo doo, no matter what you call it, it's still just crap.
So, how would I distinguish between them? That would depend on how badly i wanted the bribe. The worse I wanted it, the more easily I would bend my principles and give it a gentler name, so I wouldn't have to feel quite as bad about it.
