Pretend that you have completed your first year as mayor of your city. At the end of the year there is $1 Million dollars left in the budget. You must spend this money within your community. What would you spend it on and why?

Help me out here

You don't spend it on a whim. You identify the needs of the community (repair of drainage and sewerage system, repair of sidewalks, improvement of recreational park, a new sports complex...or what ever it is that most of the members of the community would benefit from) then spend the money to respond to that need.

The rule of thumb here is that that money is taxpayers' money, therefore, it should be spent for the benefit of the taxpayers.

I would allocate it (good politian word, no?) to putting arts and music back into the public school system. It is a mess in almost every community - and always the first area to be cut. Meanwhile what we are finding out is that more kids learn through movement and creation; dance, fine art, making music than sitting and memorizing historical dates that have no relevance on their lives.
