The belt system that bullz_eye describes was what my old school started out with. Then, when I was halfway to black belt they changed from the striped belt system, to the solid color system. So it basically looked like the following:

1. White = White
2. Yellow Stripe = Yellow
3. Yellow = Orange
4. Green Stripe = Green
5. Green = Blue
6. Blue Stripe = Purple
7. Blue = Brown
8. Red Stripe = Red
9. Red = Red with Black Stripe running through middle
10. Black stripe = Black with Red stripe running through middle.

Once a student reached Black Belt, then the belt system was the same. This was an ITF school, as you asked. I think that the reason that they switched to this system was that it seemed like more of an accomplishment to receive a whole new belt as opposed to a strip of colored electrical tape. It was purely for appearances sake, as there were many children in my school and there always is that marketing aspect of running a martial arts school.

Start with (All stripe's are tape on with the color)

1)White belt
2)yellow stripe
3)yellow belt
4)green stripe
5)green belt (Can start learning weapons)
6)blue stripe
7)blue belt
8)red stripe
9)red belt
10)black stripe
11)black belt

then you can go on too

1)first year black belt
2)second year black belt
3) third year black belt
4) forth year black belt
5)fifth year black belt

You get a yellow stripe badge sew 'n' on you're black belt for each year (Not tape)

I went to two Tae Kwon Do Schools and they were both pretty much followed this: (One was Tae Geuk forms, the other Pal Gue (Sp?))

White
Orange (for kids mostly)
Yellow
Green
Blue
Red
Black

The higher you got you would start intermediate steps. Green with blue stripe (Tape). Blue with Red, Red with black, then black. Some schools I went to the student would stay at red until the Master forced them to test for black.

Hope this helps,
