If someone says things in anger that are cruel and evil, that is verbal abuse. And yes, sometimes they carry that into physical abuse too. Is this something that recently started? Is there some traumatic situation happening in her life now? What could be setting her off? If you feel she may be bipolar, here are other symptoms besides the anger that should be present too. I suggest you see if she fits those other symptoms and remember you are not a counselor so diagnosing that is a touchy subject. But, a child is in danger if she is an untreated person with bipolar. Where is her husband/significant other? Can you speak to him or another family member about it?

Wow, sounds as though you are dealing with a tough situation. The leap is far between a passioned hateful word said in anger and physical action. That being said, if you have EVER seen any intimation that she is emotionally or physically abusing the child you must report it to someone. When in doubt, call your local police station and they can refer you to the appropriate folks.
If you are serious about bipolar disorder there are many signs to look for. Does she experience significant lows (crying, not eating, not sleeping, over sleeping, not wanting to talk to people, etc..) and significant highs (mania is marked by a higher level of activitiy-periods of not sleeping, talking too fast, doing things vastly out of character, spending beyond your means, etc...). If this really is a possibility I encourage you to speak to her or someone she trusts about getting her to go for help. There are many therapies out there, drug and otherwise, that can help her get through whatever she's going through.

The danger is there, unfortunately. I lived with a mentally abusive father and even when he was not angry, the fear was always there b/c we did not know when he would change. It is a very tough life for a child. Wish I had better news but there are not any unless the mother gets help and soon.

It could be her mental illness that causes the change in personality and what she says. People who are bipolar go on periods where they are manic, they shop impulsively, they talk impulsively, they get angry quickly. Then they have their depressive periods, where they are sad, they see no reason for living, they're remorseful. Medication and therapy tend to even this out and many bipolar people if they keep on their meds can go on to live fully productive lives.
Get her to a psychiatrist or psychologist for further testing.

Being Bipolar can make a persons moods swing so bad that they can be creul and angry all of the time. It sounds like she needs to see a psychiatrist to be evaluated to see if she needs some kind of medication to help her slow her roll. If you can't get her to go to a doctor you might want to call Adult Protective Services to have them come to her home and see what is going on. You will remain totally anonymous so don't worry about that but it does sound like she needs some help.

If this type of treatment is directed towards the 3 year old, or the child is forced to witness this behavior, it IS abuse. The person exhibiting the symptoms does need professional help...but the child needs to be protected. Contact your local Department of Human Services.

Mental abuse is usually a start, make them feel small so when you hurt them physically it is not as bad. Skin heals but years of mental abuse is something you may never get over.

it could be BPD............. Borderline Personality Disorder... I have been studying up on that.......... It's when a person is completely fine,,, but then goes crazy because she/he *( 75% of those affected are woman )* have a hard time controlling emotions.... They say most of it has to do with the persons childhood growing up... But I dunno.

when they cannot get what they want which they are confidently think it belongs to them and when nobody wanna listen to them when they think they've already put in alot of efforts without getting any response.. they'll go crazy...
