I really can't understand where you are coming from more details would of help. But anyway I am going to answer. Start with the small talk see if she is digging you then tell her how you feel about her and then ask her would she like to go out with you. Well if you are worry about other people then you will have to do it on the low with someone looking out for you and find a way for yall to be alone so you can ask her.

First of all make sure that chick doesn't have a boy friend;
Next make sure she is not a daughter of Mobs.
Then make sure she is not a psychiatric patient.

They are people, human beings, not terrorists. Unless you're a jerk about it you shouldn't have nothing to worry about.
Say for, for instance, "I really like you. Do you think it would be possible for us to get together sometime"?
Or, "if you're not too busy would you mind if I called you sometime"?
Straight forward, honest and no pressure.
