You just have to do some looking a few times.
Look at LOCAL classified ads.
or try
www.craiglist.org
They go by state and cities.
Some are pretty decent deals.
Plus check out the car parts section.
A lot of people list cars there that are not running...but can be easily fix most of the time.
I bought a 1990 Honda Accord with 95K miles for $200 because the clutch was stuck down.
All it took was a little fluid and bleeding the system.
After that I added an intake, exhaust, and gave it an overall tuneup and sold the car for $1000 (made $500).
Also...you can check the country...boonies...not sure where youre located...but people on farms sell their cars too...and sometimes a little cheap because not many people venture out there looking.

Go to a used car dealer. Ohio has good prices on used cars by and large. How cheap do you want, and how much elbow grease do you want to put into making it road worthy?

Yeah --buy an old car in Ohio for cash on "E-bay." Anything else, particularly seller-provided financing, and you are going to be ripped off, robbed blind. OK?

its called BUY HERE PAY HERE all you need is half the money down. cash or trade. call around . someone will tell you where one is at
