Bildad the Shuhite. He was only shoe high. Job 2:11 Now when Job's three friends heard of all this evil that was come upon him, they came every one from his own place; Eliphaz the Temanite, and Bildad the Shuhite, and Zophar the Naamathite: for they had made an appointment together to come to mourn with him and to comfort him.

At first it was believed that it was Nehemia (knee-high-mia), but later on it was discovered that Uriah the Shuite (shoe-height) held the honor.
However last night I heard of a shorter man....the jailer who slept on his watch!
Myrna
When the Apostles heard this claim, their response was
But we have no gold nor silver!
Who can be shorter than that?

Zacheus - he couldn't see the Lord pass through, so he climbed up in a tree and the Lord singled him out and invited himself to his house. I am 4'9" so I can relate.

Knee-high-miah (Nehemiah) he, he..
Of course there was a guy in the old testament that must have been much smaller because it says that he 'slept on his watch'.
