Please have a Vet see them. This is nothing to mess with. It's unfortunate that the smaller birds get the short end of the stick when it comes to respect and basic bird care.
You are responsible for them and if you intend to try and do the right thing, then you must bring them to a Vet as soon as you can...birds who are sick usually don't show it until it's almost too late. You need to keep a close eye on them and if there are any signs of lethargy, crusty beaks or nasal passages, heavy or labored breathing, difficulty in movement or if they are at the bottom of their cage and fluffed out, you need to move...and fast.

Your bird needs to be seen by a certified avian vet. "Fuzzy" feathers and "sleeping a lot" is not an indication of nesting or moulting, it's an indication of a sick bird and one that is not preening to keep the feathers in good shape. I would assume that your budgie is not eating or drinking or if she/he is, it is minimal.

Your bird could have a serious illness that is transmittable to your other bird. The symptoms could be cause by a virus such as PBFD or Clamidia. Some birds can be carriers and not have symptoms.

I think you should take your bird to a vet as soon as possible and see what they think. Sleeping a lot is a sign that the bird could be sick.

Is it sitting on eggs? When you say feathers fuzzy, do you mean fluffed up?

First try buying Ornacyn Plus at any Walmart or pet store. Give it that for a couple of days. Keep the cage warm. If there is no change, and it is not sitting on eggs, take it to the vet.

It sounds like they are molting. Do you stay up late? They molt in the spring and fall, but if you have lights on all night, they get confused and will molt at any time. Try covering their cage at the same time every night.
