Mother probably won't feed them because their puppy teeth are getting sharp....try canned puppy food or puppy chow with warm water on it, you literally have to dunk their heads in it so they learn to eat.

At this age those teeth really hurt. You need to get a good quality dry puppy chow and moisten it well with warm water. Put it in a saucer or very shallow bowl and set it down. You may have to help guide the puppies faces into the food, and they'll make a mess walking in it, but they'll pick it up quickly. You may also want to get some formula for them to supplement the puppy food for another week or so if the mother won't feed them at all.

Consult a vet about the mother and the puppies, you may have to hand feed them until they are ween'd onto puppy food if the vet doesn't know whats wrong with the mother

They can be started on solid food. First make them a soupy mush of either canned food or ground kibble in formula, then gradually thicken it until they can eat soaked kibble.
