I would like to know on average how fast they can run.

They can reach up to 35 mph in a short sprint but can also run 20-25 mph for several miles. Their normal trot, though, is at about 5 mph.
...during all of this, their owner is running behind them frantically calling out their name!

The person above sounds like they have the right answer to me - my Shiba can often stay just ahead of the car when we're in hot pursuit (don't wanna risk going TOO fast though!). I haven't clocked his exact speed, but he can dodge me out no problem and that alone is bad enough!

They certainly can haul!
I have one and the first time he got away from me he was 4 months old.
I started chasing him but when I saw how fast he was booking away from me I just stopped and my jaw dropped in amazement.

shibas are highly energetic are known for jumping and escaping confinement, in short, pretty fast, i cant catch mine when they get away
