Jesus came to fulfill the Law. The Law required a blood sacrifice.

Deuteronomy 21:23...
Deut. 21:22 And if a man have committed a sin worthy of death, and he be to be put to death, and thou hang him on a tree:
23 His body shall not remain all night upon the tree, but thou shalt in any wise bury him that day; (for he that is hanged is accursed of God;) that thy land be not defiled, which the LORD thy God giveth thee for an inheritance.

Galatians 3:13 Christ hath redeemed us from the curse of the law, being made a curse for us: for it is written, Cursed is every one that hangeth on a tree:

Jesus fulfilled Deuteronomy 21:23 by being crucified on a tree.

Is this a biblical version of separation of church and state?

Here's my interpretation of those passages.

Those who follow and uphold the law will generally be good people, but can not obtain their salvation simply through the good works of their job. Conversely you don't need to follow the law or uphold the law to achieve salvation. Just follow the word of God.

We are now under grace by what Christ did.

No, the fact that she welcomed the messangers shows she already had faith in the message. True faith isn't produced by works, but works will always result from true faith.
