it seems like evertime a dog is around another animal or dog it has to smell its *** right away!!

No its just natural for dogs. It's a dog's way of communication. When they sniff eachother's butt they find out all of eachother's information. Like what gender they are, how old they are, what their status is. It's kind of like when us human's meet other people we give them a handshake, and talk to them, and ask how they are doing and stuff. And we tell them it was nice to meet you. It's just ettiquet. It's something that you always do, and it's the same with dogs. I know it may seem gross to us, but for the dogs, they don't see any problem with it. But it's okay, and I dont know if you would be able to get your dog to stop, because its a natural instict.
