Try just ignoring him that is the simplest thing to do. Please if you feel threatened in ANY way than tell teachers, principal!! I know that it feels like tattle telling, but your safety and the safety of your classmates is more important. The people who are telling you to hit him, DON'T LISTEN TO THEM!! You may be a minor, but you can still be expelled and ruining your future education isn't worth it. Remember that a lot of schools have a ZERO TOLERANCE POLICY when it comes to any kind of violence in school. You have to have faith and confidence in yourself no matter what others say. Besides I know that it's hard to see, but he has problems either at home or just within himself. That is why he is doing this. Some people can change so maybe counter him with kindness. One of two things will happen, he'll see the light, or it will frustrate the crap out of him and make him look even more foolish.

You really only have two good options:
Ignore him: He might leave you alone, or he might not, which will lead you to the other option anyway.
Punch him in the face: Sure, you might get in a little trouble, but the kids at school won't bother you any more. Just tell the teacher/principal that you punched him because he was harrassing you for being the new kid. They know that you can't always go to them with that kind of problem.
If you just tell on him, all the kids will make fun of you and label you a "wuss," to put it politely, and your life will be hell. Good luck, and practice a little if you have never punched anyone before.

turn to that person and punch him directly in the nose. It'll make his eyes swell up with tears and his nose bleed. He'll be so shocked and hurt at the same time that he won't know what to do. If you're worried about getting into trouble, don't. You're still in school, that means you're still a minor, a slap on the wrist is all you'll get. Maybe even a few days off of school. Who cares? What's important is that this person and everyone else will get the message right away that you won't put up with bullshit.

Tell the teacher!! I am a teacher and a mom, my son has been bullied. I had to go to the school because it did end up in a fight.
Try to project calm assertive energy. Stand up straight, look people in the eye ( but don't stare them down), claim your space. You have every right to be in class and not be harrassed. If your school has peer mediation ask for a conference.
If all else fails... the next time the kid bothers you in class say really loudly "Stop bothering me ___________(insert kids name)!!!" It gets the teachers attention on the situation with out actually telling her. Try it it works.

Yes you should ignore him if you can, or tell your teacher. But here's how I would handle it. I would catch him by surprise. Grab him by the hair and punch him in the throat. Then punch him in the nose and tell him(calmly) if he ever so much as looks your way again you will pull one his eyeballs out. This should not only take care of this bully problem but any bully problem that might arise in the future. These techniques I'm describing are only for self defense, and have been taught to me by several different martial arts instructors. Good luck kid. Oh, and you will get in trouble at school for it., so be careful.

That person has issues, theyre seriously insecure of themselves so they pick on someone whose new. Try to be friendly, being mean back and fighting wont solve much. You shud tell sum1 u trust, not a teacher cus then it wud only make it worse.
If none of it works, you should be mean Right back, & try ur hardest to take his insults in a funny way, laugh it off, dnt let him no u're hurt, cus it will only satisfy his purphose, eventually he'll give up, untill then make friends, they'l defend u, bullies sukkkkkx!
Remember u're bbtr than them, thats u they pik on u!

It might be a bit extreme, but I say "accidentally" knock his pencil on the ground and when he bends over to pick it up, upper cut him in the nose.
