Yes, walk up and ask him if he would take you to homecoming. Don't be shy, you don't have to wait for him to ask.
He may think he's not good enough for you.

There is no sure fire way to get asked, but i will share with you what i did when i was in highschool. i went with a friend and i got someone on the dance committee to seat me next to the man of my dreams. I did sit by him but i was so obvious and so dorky that i killed all changes of anything happening. This is just a cautionary tale that you cant direct fate.

take a bath and get the bugs outta your stuff, whip your weave and beat that mug and wear something pretty. maybe someone will notice and ask you to go.
