A handicap has nothing to do with being qualified by the PGA of America. There IS a playing test over 36 holes, but that is only part of becoming a PGA professional. Along with the playing test there are 3 levels of "business school" to complete.

If you are really interested in it just check out www.pgalinks.com It explains all the steps in becoming a Class A PGA Professional.

If you're talking about being a PGA Tour Professional then there are two steps. One was mentioned before.....try some Monday qualifying at certain tournaments. Although, many tournaments are doing away with Monday qualifiers. The second way is to earn your Tour Card. This can be earned by completing the PGA Tour 'Q' School, being in the top of the Nationwide Tour Money Earnings, or winning enough money and finishing in the top 125 players on the PGA Tour Money list.

Matthew T is right, I am a PGA apprentice and I had to pass a 36 hole playing ability test and now I am "in the program" which involves three levels of education which you have six years to complete. After each level, you go to Florida for a checkpoint, which involves testing, seminars, and interviews. Once you complete your PAT and 3 checkpoints you do your final project and wait to be elected to membership.

you have to have a confirmed handicap of 2 or less and you can teach as a qualified professional - if you're talking about playing on a tour, you would have to Monday qualify and pace in the top 10 to gain exempt status the way that I understand it
