Usually, I drink some whey protein about 15 minutes before I actually start lifting weights, maybe 30 at the most. It all depends how fast it digests for you and your own personal preferences.. I'd certainly go no more than 45 minutes. For some people, having food / beverage in their system while working out intensely bothers them. Everybody is slightly different... so do some trial and error for a while.

Also, keep in mind that whey protein isn't a magical substance. It's just concentrated milk protein. It's good to have in your system so that once you start breaking down your muscles when you work out that your body has a steady supply of amino acids to repair them. But don't expect miracle workouts just because you had some whey protein.
