here's the thing...the placenta comes out of a woman's body naturally, just like the baby does via contractions...sometimes, especially if the baby was overdue, the placenta begins to break down inside the uterus...and on delivery, may break. It is a natural occurance and happens often. Sometimes, the woman's body is able to expel the rest later, sometimes, it can't.
If a placenta breaks, a doctor has no real way of being able to tell if it all has come out, and right at the time of delivery it is unsafe to to a d&c if it does break. Basically, they HAVE to wait for an infection to occur - but it is generally a mind infection, easily treated, and nothing to be all that concerned about.
Nutshell, no it isn't something you can sue for unless the mother sustained permanent damage, which is higly unlikely.

I would think so. It is there job to make sure it is all out before you leave. Especially if you were in teh hospital for day and they said you were good to go. I would get a lawyer.

i might say it is component of having a splash one and probable some thing in some sort of consent sort you signed. Does it suck? Heck yeah, yet do i think of this is a few thing you could sue over? Sorry to declare my answer isn't any.
