If you didn't commit the misdemeanor, have not been accused of any wrongdoing yet, and believe that at best someone may frame you, then it sounds like you're getting way ahead of yourself to presume you're own guilt to the extend of already calculating the upper limits a possible fine.

If someone makes a false accusation, then tell your side of the story and it will all make sense, and will reveal the inconsistencies in the other person's story and so you walk away clean with no fine. That's the most mature way of dealing with it when you have confidence in your innocence.

It depends on what state you live in. Usually not though. A $2000 fine for a misdemeanor is a lot. But, then again I don't know what state you live in or what you did or didn't do yet. A fine is usually just a standard that the law has to set to put some monetary value to the act committed. My cousin had a thing for breaking off the plastic door handles in the back of cop cars for a while. She got arrested with another guy one night and he told the cops what she did. She was charged with Distruction of Property with a maximum fine of $10,000 and 6 months in jail. She was convicted but only got a $450 ticket for it. It just depends on the serverity.

on most misdemeanors you can get up to a year in jail and/or a fine of a certain amount.

No normally you do not get the max, they will look at various things in your sentence.

The maximum penalties are almost never imposed for first time offenders.

Not necessarily and it may depend on if you already have a criminal record.
