Carnival food---a little bag of Fritos with taco meat, cheese, and other taco toppings dumped into the bag. Yummy, but not so good for a person... It is called "walking" because it is in the bag and you can eat it while walking around.

Probably some horrible horrible advertising ploy where a Mexican Food Restaurant gets some struggling artist to draw a taco with arms, legs, and some kind of happy face.
The walking taco will walk around the television screens of perfectly innocent people and try to wet people's appetites by being eaten over the course of various commercials.
