You probably could find a way to sell the recipe, though it will take alot of time and effort. I make an awesome white chocolate cheesecake, and was told I should do the same.
I didn't know where to start then a friend of mine who is a chef suggested that I take a sample to reputable cafes to sample.
These people sell coffee and cake or cookies for like $9.00 a go, meaning they are really over charging - plus to stay in competition they need to have GOOD stuff for the public to spread word. They do not make much themselves as a rule, so they will either ask you to supply the goods in the mornings, or buy your recipe to hand on to someone else that makes stuff for them.
If you decide to sell them the recipe, all you need is a legal document from a lawyer stating that they must give you 'royalty' payments if they are to sell the goods in another franchise.
I received an order for 12 cheesecakes per week at $28 each (cost $7 for ingredients) and my wife bakes them at home. Who knows ! maybe I will sell them the recipe some day but my little ones enjoy helping mum in the kitchen so it's just good fun pocket money for now.

You have to get the company interested in your cookie first by getting it out on the market. Make it in batches and get coffee houses to set it on the counter, get it carried in your school cafeterias, or in hospital cafeterias, etc. (You need to have a professional kitchen to do this, with a license. Don't cheat.) Someone who works for a large cookie manufacturer will come across these cookies sometime, and will get in touch with you if they think it is something they want to produce. In the meantime, maybe you've got yourself a really good little business and will decide not to sell out after all.
Hint: If it's low in fat and sugar, yet very tasty, and has at least some chocolate in it, you should do really well.

First Start By Looking For A Publisher who will be willing to publish your recipe.Then see if the publisher will take the recipe and publish it!Simple as a....Hmmm........Cookie!lol

start by entering fairs and contests sponsored by the makers of whatever ingredients you're using (i think nestle's has one every year). also look on line for any other recipe contests.
